The Administrative Fire Services Section (AFSS) is a recognized section of the California Fire Chiefs Association and is comprised of fire service administrative professionals  who are divided into a Northern and Southern Division. We are committed to serving the needs and interests of our members by providing a resource network that allows them to increase proficiency and enhance their professional status, and that promotes educational opportunities and encourages leadership development. When you join AFSS you'll gain unlimited opportunities to network with  hundreds of fire-service colleagues throughout the state. The Southern Division represents the following counties: Imperial, Inyo, Kern, Kings, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Tulare, and Ventura.

    We are pleased to announce the 2025 AFSS Educational Forum in beautiful Costa Mesa, California. Join us April 1-3, 2025 at the Hilton Orange County-Costa Mesa for over 13 hours of education and training and networking opportunities.

    The 2025 AFSS Educational Forum will kick-off with 2 optional Pre-Conference sessions (additional cost, not included in Conference registration).

    The 1st Session is a combination of training on the OES Admin Rate and A Life in the Day of a Strike Team. OES will go over what goes into the Admin Rate and answer any questions you may have on this topic and anything to do with MARS and OES reimbursement. The second part of Session 1 is A Day in the Life of a Strike Team and will be presented by Chief Adam Loeser, Fullerton Fire Chief. Chief Loeser will go over what it looks like to go out with a Strike Team to a wildfire, from notification, to checking in at the Incident Command Post, to assignments at the incident to demob.

    The 2nd Session will be focused on Grants. We will have representatives from FEMA as well as Office of Traffic Safety (OTS). FEMA will go over the process of the Assistance to Firefighters Grant (AFG) and OTS will go over the Emergency Medical Services grants that fund extrication and stabilization equipment. If you currently write grants for your Department or have been asked to but you are not sure where to start, this is the session for you. The cost for each session is $50 each.

    Wednesday morning - Jacob Green, a nationally recognized leadership and organizational development expert and 18+ years of working for local government, will be presenting “See Change Clearly; Elevate Personal and Professional Resilience”.

    Thursday morning - Melissa Mahoney, Chief Executive Officer of IAAP, and Rachel Suman, Chief Experience Officer of IAAP, will be presenting “Elevate Your Impact: Leadership Competencies that Transform Professional Partnerships”.

What is AFSS?

Historically,  AFSS has served as a resource network for fire service administrative professionals. In 1985, an information group of new Fire Chiefs gathered to discuss the meaning of that position and the assumption of authority in a formal organization. They decided to form an informal group to act as a sounding board for each other. In 1986, their secretaries were invited to attend a meeting and, as a result, many of those attending discussed the idea of forming a networking group of their own. In 1988, the framework of the current formal organization was begun. By-Laws were written and adopted and the first Executive Board was elected.

In 1989, the Administrative Fire Services Section (AFSS) was officially recognized as a section of the California Fire Chiefs Association, and a vast professional networking nucleus was formed for all fire administrative support personnel.

The mission of the Administrative Fire Services Section is to support and empower administrative professionals to develop and strengthen administrative operations in fire service organizations throughout California.
